Homebuilders in Southern Nevada were pleased with the outcome of the Nevada legislative session. Bills they sought were passed, and those they opposed were vetoed.
To the Southern Nevada Home Builders Association, Josh Hicks, a McDonald Carano government affairs attorney, and Lindsay Knox, its vice president, presented the end results of the meeting. According to Hicks, the SNHBA was very satisfied with the outcome of the session as the bills it wanted to be passed became law.
There was no doubt about the importance of Assembly Bill 213 regarding land use and zoning. It was signed by Governor Joe Lombardo and calls for the processing of land-use applications and improvement plans to be “efficient and expedited”. A number of groups supported this bill, from the construction industry and contractors to affordable housing groups.
By passing this bill, the process will be sped up and more supply will be available, not just for affordable housing, but also for market-rate housing. As part of their annual report, local governments must also provide a plan over a five-year period for maintaining and developing affordable and market-rate housing within their communities.
In addition, the bill measured the time it takes to process residential applications. This has been a point of frustration for builders who are trying to figure out why it takes so long.
In its original form, Senate Bill 226 signed by Lombardo applied prevailing wages to almost any type of construction, including residential construction. However, it was amended to apply only to buildings constructed for the Nevada Higher Education System.
